Men's shelter for mentally ill and chemically addicted (MICA) individuals.
The staff is licensed social workers but dismiss and disregard clients. At times clients are provoked and sent to the hospital as an emotionally disturbed person (EDP). When this happens, staff helps themselves to clients personal belingings, as valuables seemingly vanish. To cover this up, staff claims the belongings were thrown out and salvaged by other resident clients. However, the valuables never show up.
